Under the Environmental Public Health Act 1987 (EPHA), it is an offence under section 17(1) to litter from residential flats, as it poses a danger to the public, dirties the environment, and threatens public hygiene. Any individual who litters is liable on conviction to a court fine of up to S$2,000 for a first conviction, S$4,000 for a second conviction, and S$10,000 for the third and subsequent convictions. The court may also impose a Corrective Work Order, requiring offenders to clean public areas for up to 12 hours, in Singapore.
